Project Description
BART selected BCAWR to conduct an audit of their Link21 expenditures incurred from 2019 to 2023. Link21 and its partner agencies aim to better connect the BART and Regional Rail network in northern California and will result in a more connected, equitable, and accessible train network.
Project Role
GCAP was selected as a subconsultant to BCAWR. Our team will leverage our equity and outreach expertise to support the audit with the following tasks:
- Analyzing outreach costs for compliance with policies and procedures, laws and regulations
- Assessing the impact of the equity outreach efforts on project direction
