GCAP has served on the SBCTA On-Call Labor Compliance Bench from 2011 to present, and performs services on a Task Order basis. GCAP provides comprehensive labor compliance support services, including pre-proposal/pre-bid/pre-construction meetings, monthly certified payroll reviews, quarterly audits, apprenticeship requirement reviews, and general compliance oversight. We educate the SBCTA staff on State and Federal laws related to Prevailing Wages and contract administration to ensure their compliance on a variety of projects. In addition, GCAP developed SBCTA’s labor compliance officer and audit procedures. Our team has performed monitoring on a wide variety of federal and state funded projects.
