GCAP performs the following services:

- Monitor Section 3 and EEO Requirements
- Prepare HUD Reports
Davis Bacon Monitoring
- Monitor Certified Payroll
- Perform Jobsite Visits
- Attend Pre-Construction Meetings
- Handle Violations
- Monitor Apprenticeship Standards
- Data Collection and Maintenance
- Reporting
DBE/SBE Participation Monitoring
- Develop Contract-Specific Goals
- Conduct Good Faith Efforts Reviews
- Perform DBE/SBE Participation Monitoring and Reporting
- Verify Prompt Payment
- Handle Termination/Substitution Requests
- Conduct Trainings
