North County Transit District (NCTD) – Disadvantaged Business Enterprise (DBE) Consulting Services
Project Description
NCTD required guidance and assistance to ensure their DBE program was in compliance with 49 CFR Part 26. NCTD also sought guidance on the implementation of race conscious measures for the first time. GCAP was selected to provide all requisite DBE compliance program services.
Project Role
GCAP performs the following tasks:
- Review and update DBE Program Plan document
- Review and update DBE solicitation language
- Recommend innovative strategies for meeting DBE goals
- Develop contract specific DBE goals
- Conduct Good Faith Efforts reviews
- Monitor DBE payments and commitments
- Prepare notices of noncompliance, as needed
- Track and monitor job order contracts
- Present DBE requirements at pre-bid and pre-proposal meetings
- Develop DBE/SBE compliance manual
- Provide DBE/SBE program technical assistance
- Conduct Commercially Useful Function (CUF), Final Utilization Report (FUR), and other DBE compliance trainings to NCTD and contractor community
