CPUC - SCH – Certification Services
Project Description
The CPUC sought a consultant to operate their Supplier Clearinghouse certification program. The SCH verifies the status of Women Business Enterprises, Minority Business Enterprises, LGBT Business Enterprises and Persons with Disabilities Business Enterprises on behalf of participating investor-owned California utility companies and operates under the California Public Utilities Commission and General Order 156. The SCH also recognizes Disabled Veteran Business Enterprises certified by the California Department of General Services, and U.S. Small Business Administration 8(a) Business Development Program participants that seek to get certified with the SCH. GCAP was selected to operate the Supplier Clearinghouse program.
Project Role
GCAP is responsible for managing certifications for approximately 8,000 firms, including:
- Processing all new applications, re-certifications, and reciprocal applications
- Processing denials and appeals
- Developing policies and procedures for processing online applications on the PRiSM system
- Developing system reports, tracking KPIs, and maintaining system data
- Providing overall strategic and compliance related support services to ensure the CPUC’s Supplier Clearinghouse program fully complies with General Order 156 and other regulations
