California Public Utilities Commission (CPUC) – Assembly Bill (AB) 2143 Prevailing Wage Compliance

 

Project Description

AB 2143 assigned new responsiblities to the CPUC and established minimum wage requirements for construction and apprentice workers on qualifying renewable generation electric facilities across California as of January 1, 2024. CPUC selected GCAP to set up a policy and program to properly monitor and enforce these new regulations.

Project Role

The GCAP team is responsible for the following:

  • Conducting statewide outreach and education to impacted contractors
  • Developing an AB 2143 website
  • Establishing partnerships for disseminating information
  • Conducting educational workshops and webinars
  • Designing workflow for biannual collection and review of required documents
  • Customizing and implementing online platform for document submittal
  • Providing technical assistance to contractors
  • Conducting biannual review of contractor documents
  • Managing disputes
  • Handling special accommodations
  • Retaining and cataloging documents
  • Reporting
