Project Description
The City of Carson selected GCAP to provide on-call labor compliance services and to ensure compliance with the City’s Project Labor Agreement for various capital improvement projects.
Project Role
GCAP performs the following tasks:
- Interpret, execute, manage and enforce the terms of the PLA
- Manage PLA grievances
- Schedule and conduct pre-job meetings with contractors and subcontractors
- Visit project sites to monitor labor and PLA compliance
- Collect, maintain, and review weekly Certified Payroll Reports
- Address prevailing wage inquiries
- Identify and resolve contractor violations
- Work to attract, recruit, and retain local workers
