California Department of Transportation (Caltrans) - Verify Federal Disadvantaged Business Enterprise (DBE) and Good Faith Efforts (GFE) Reporting Requirements
Project Description
Caltrans selected GCAP to provide virtual or on-site local agency reviews and reports of compliance with conformance to DBE and GFE requirements for sixty (60) agencies across the state of California.
Project Role
GCAP is responsible for reviewing the following items for each agency:
- DBELO desk procedures
- Organizational chart
- LAPM Exhibits 9a, 9b, 9d
- Prompt payment clause
- DBE commitments compared to utilization
- Process for monitoring of prime contractor performance
- Goal setting methodology
- GFE general procedures
- Prime contractor requirements
- Reconsideration hearings
