Project Description
The CAHSR selected STJV to produce high-level designs for track and OCS elements that cover the entire guideway from Merced to Bakersfield, detailed designs for the 119-mile section from Madera to Poplar Avenue, design the track system, and manage technical and non-technical interfaces with contractors/consultants.
Project Role
As a subconsultant to STJV, GCAP fills the role of Small Business Officer and provides document control services. Our team performs the following:
- Provides SB, DVBE, and DBE compliance services and subject matter expertise
- Recommends innovative strategies for meeting SB goals and unbundling work packages into smaller scopes
- Monitors SB payments and commitments
- Conducts Good Faith Efforts (GFE) reviews
- Prepares notices of noncompliance, as needed
- Provides SB program technical assistance
- Conducts Commercially Useful Function (CUF) reviews
- Developed and implemented project document control plan
- Developed document control standard operating procedures and job aids
- Provides ongoing maintenance and management of document control resources
