The City selected GCAP to manage, administer, monitor, and enforce CWA and labor compliance requirements.
Project Role
GCAP provides the following services:
- Assist with CWA interpretation
- Provide support to administer the CWA
- Facilitate settlement of labor disputes and grievances without strikes or lockouts
- Monitor relations between unions and contractors
- Work with local organizations to support worker utilization goals
- Collect, analyze, and maintain CWA files
- Monitor and enforce labor compliance requirements
- Conduct site visits
- Work with contractors who are delinquent with prevailing wage requirements
- Provide CWA and labor compliance reporting
