An investigation conducted by federal agents regarding suspected public corruption in the Dayton area led to federal charges against a former Dayton city commissioner and three other men. The charges include bribery, fraud, and contract steering starting in 2014.
Federal indictments were unsealed Tuesday against Joey D. Williams, a local bank executive and former city commissioner; former state representative Clayton Luckie; city of Dayton employee RoShawn Windburn and Brian Higgins, a local businessman.
