Project Description
The Los Angeles Metropolitan Transportation Authority’s (LA Metro) Board of Directors issued a motion (Motion 57) directing the LA Metro CEO to establish a pilot program for a special “Business Interruption Fund” (BIF) to assist “mom and pop” businesses that were being impacted by LA Metro’s Light Rail construction along the Crenshaw/Los Angeles International Airport (LAX) Corridor.
Project Role
The County of Los Angeles Civil Grand Jury (CLA CGJ) selected GCAP to assess, survey and measure the efficacy of the LA Metro Crenshaw/LAX Light Rail business loss mitigation program, also known as the BIF. Metro’s BIF was administered as a pilot program in partnership with Pacific Coast Regional (PCR), a small business development corporation. Our team was responsible for:
- Gathering and analyzing all BIF program documents including outreach documentation completed by PCR and various businesses responses to the outreach
- Evaluating the BIF program against best practices used in other BIF programs on transit projects around the country
- Developing a survey and methodology for contacting businesses
- Conducting in person and phone surveys
- Compiling all findings into a concise written report for CLA CGJ
