Idaho Transportation Department (ITD) – BBC – Disparity Study
Project Description
The ITD selected BBC Research and Consulting as the prime contractor for their Disparity Study engagement. The ITD is seeking a statewide survey of the Federal Disadvantaged Business Enterprise (DBE) program to conduct a disparity study in accordance with 2010 NCHRP Disparity Study Guidelines to establish whether a disparity exists within the State of Idaho between the availability of minority, female, and disadvantaged firms and their utilization in the highway construction industry.
Project Role
GCAP was selected as a subconsultant by BBC to provide a variety of services to support this engagement including the following:
- Support qualitative data collection, review and analysis
- Conduct in-depth interviews with DBE firms to understand obstacles and barriers faced
- Lead focus groups
- Participate in forums
- Provide study data analysis and assist with development of policy recommendations
