LAWA – BBC – Disparity Study
Project Description
LAWA sought a consultant to conduct a disparity study to assess whether local, small, person of color- (POC-), or woman-owned businesses face any barriers as part of LAWA’s contracting processes. Study results will help LAWA evaluate and refine their efforts to encourage the participation of local business, small businesses, as well as POC- and woman-owned businesses in their contracts and procurements and help inform any refinements LAWA might make to its implementations of the DBE and ACDBE Program.
Project Role
GCAP was selected by BBC to provide a variety of tasks including the following:
- Conducting in-depth interviews and provide transcription of interviews
- Conducting focus groups with business owners and trade association representatives
- Participating in various community engagement efforts and attend key project meetings and community meetings
- Reviewing contracting policies, advising on recommendations, and consulting and advising on key sections of the report as needed
- Providing general project management duties
