Project Description
LADWP sought a consultant to conduct an audit of various contracts to identify and propose alternative contracting practices to achieve maximum value from its contracts, including materials, rental, professional services and construction contracts.
Project Role
GCAP audited over thirty (30) contracts and was responsible for assessing the following areas:
- Effectiveness and results – to ensure the desired results, objectives, targets or policies had been successfully achieved
- Economy - to minimize the cost of resources used on contract tasks
- Efficiency – to ensure the maximum output of goods and services had been gained from the resources used in conducting contract tasks
- Internal control and direction of contract
- Compliance with federal, state, and local laws and regulations, City and Board policies, and Mayoral Directives
- Accountability
The project included the development of a comprehensive and detailed project schedule, audit plan, interview schedule, document request listing, reporting, and various audit tools to ensure a complete review of individual agreements.
