Project Description
ITD sought the services of a qualified Contractor to provide a statewide survey of the Federal Disadvantaged Business Enterprise (DBE) program to conduct a disparity study in accordance with 2010 NCHRP Disparity Study Guidelines to establish whether a disparity exists within the State of Idaho between the availability of minority, female, and disadvantaged firms and their utilization in the highway construction industry.
Project Role
GCAP was selected as a subconsultant to BBC to perform the following tasks:
- Conduct, transcribe, and provide a summary report of interviews with vendors
- Facilitate community engagement tasks as part of the anecdotal analysis
- Review procurement and contracting policies and provide guidance and recommended updates
