Project Name: The Metropolitan Water District of Southern California (MWD) – Contract Administration Practices Review
Project Background: MWD sought a firm to evaluate the existing practices, policies, and procedures, documentation, organizational effectiveness, and tools to determine where techniques could be introduced and improved to further strengthen post-award contract administration by Metropolitan’s agreement administrators.
GCAP’s Role: GCAP was selected to conduct this review and provide professional and technical services and recommendations for improvement. Tasks included:
- Reviewing the current organization and developing recommendations to optimize strategic contract administration functions, maximize efficiencies in process times, and target specific procurement specialty areas to support departmental needs
- Studying transactional versus strategic workload levels of staff and benchmarking to industry’s best practices
- Reviewing process and policy constraints that could be modified to increase cost effectiveness and efficiency
- Developing recommendations for the standardization of processes, desired performance metrics, and how to improve cycle time through efficiencies, workflow organization, best practice procedures, and technological improvements
