Project Name: Los Angeles County Metropolitan Transportation Authority (LA Metro) – Westside Subway Extension – Labor Compliance Services
Project Background: The LA Metro Westside Subway Extension (Purple Line) is a three-phase project that will extend westward for nine miles with seven new stations; it will provide a high-capacity, high-speed, alternative for those traveling to and from Downtown LA to destinations such as Miracle Mile, Beverly Hills, Century City, and Westwood.
GCAP’s Role: As a principal partner in Metro Compliance Services (MCS), a joint venture, GCAP is currently performing labor compliance monitoring and support services on Phase 1 of the Westside Subway Extension, a $1.6 billion project. Our responsibilities include:
- Monitoring prevailing wage activities for the prime and subcontractors
- Reviewing certified payroll records, apprentice requirements, and all related submissions using Metro’s automated system, LCPtracker©
- Conducting jobsite interviews
- Serving as the liaison between the prime Skanska/Traylor/Shea and subcontractors to explain regulatory requirements, assist with issue resolution, research regulatory changes, and report findings to Metro
