Project Name: LA Metro – BCAWR – Grants Management Performance Audit
Project Background: The Los Angeles County Metropolitan Transportation Authority (Metro) has the fiduciary responsibility for identifying, securing and allocating grant funds for regional transportation activities to help ensure that jurisdictions, operators and program administrators can implement their planned transportation-related projects and programs based on federal, state and local requirements and consistent with Board actions and adopted policies.
GCAP’s Role: As a subcontractor to BCA Watson Rice, GCAP assisted with conducting a business process performance audit to evaluate the efficiency and effectiveness of Metro’s Countywide Planning Unit Regional Programs Grants Management and Call for Projects Programs. GCAP performed the following tasks:
- Developed a survey plan and a detailed audit plan.
- Assisted with fact finding and information gathering for analysis and evaluation.
- Conducted interviews and a thorough review of internal controls as well as leadership and governance roles.
- Developed a final report for presentation to Metro.
