Irvine Firm is Awarded LADWP Contract to Conduct Various Performance
Audits.
GCAP was selected by the LADWP to review over 30 contracts and
to identify and propose alternative contracting practices for
the Department to achieve maximum value from its contracts, including
materials, rental, professional services and construction contracts.
GCAP is responsible for assessing the following areas:
- Effectiveness and results (in terms of ensuring that the desired
results, objectives, targets or policies have been successfully
achieved)
- Economy (in terms of minimizing the cost of resources used
on contract tasks, having regard to quality)
- Efficiency (in terms of ensuring the maximum output of goods
and services has been gained from the resources used in conducting
contract tasks)
- Internal control and direction of contract
- Compliance with federal, state, and local laws and regulations,
City and Board policies, and Mayoral Directives
- Accountability
The work includes the development of a comprehensive and detailed
project schedule, audit plan, interview schedule, document request
listing, and various audit tools to ensure a complete review of
individual agreements.
Several draft and one final report is required as part of the
overall audit work.
