Irvine Firm is Awarded LADWP Contract to Conduct Performance
Audit of Owens Lake.
GCAP Services was selected to assist the City of Los Angeles
Department of Water and Power (Department) in auditing the performance
of two contracts and to identify and propose alternative contracting
practices for the Department to achieve maximum value from its
professional services and construction contracts.
Specific objectives of the performance audits were to assess
Department Agreements for environmental program management, construction
management, and operation/maintenance planning and management
processes.
GCAP was responsible for assessing the following areas:
- Effectiveness and results (in terms of ensuring that the desired
results, objectives, targets or policies have been successfully
achieved).
- Economy (in terms of minimizing the cost of resources used
on contract tasks, having regard to quality).
- Efficiency (in terms of ensuring the maximum output of goods
and services has been gained from the resources used in conducting
contract tasks).
- Internal control and direction of contract.
- Compliance with federal, state, and local laws and regulations,
City and Board policies, and Mayoral Directives.
- Accountability.
A review of the following three areas was performed:
- Review of the procurement process related to these Agreements
- Review of the Department's management related to these Agreements,
and
- Review of the contractor's management and performance related
to these agreements
