business systems solution requirement; assesses and reengineers
legacy systems; develops business systems solutions; prepares project
estimates; verifies solutions; provides project information; protects

SENIOR CONTRACT ADMINISTRATOR (FT) - SACRAMENTO,
CA
Under general direction from the Lead Contracts Manager, the Senior
Contract Administrator will be responsible for preparing contract
documents for award; approving subcontracts; assisting grantees
with amendment requests; providing contract administration and project
management; reviewing invoices and reports; approving budget revisions;
monitoring contract schedules and deliverables; performing programmatic
reviews, fiscal assessments, and site visits; doing analyses and
recommendations; and helping to maintain databases and updating
status. The Senior Contract Administrator will interface with contractors
and government representatives on key state programs under contract
to GCAP Services. Responsibilities include providing support as
needed for government and commercial projects managed at other GCAP
offices. Duties are varied and challenging.
Occasional travel to training sites, clients' offices, or contractor's
sites. Salary will be commensurate with experience.

Example of Duties:
-Review proposals, scopes of work, and budgets; negotiate terms
and conditions; and prepare contract documents for award
-Assist in finalizing requests for contract amendments, write
recommendation letters, present requests at Amendment Workshops,
prepare templates and track amendments through signature process
-Review and approve subcontracts and modifications (terms and
conditions, SOW, budgets, etc.)
-Approve budget revisions, delivery schedule changes, etc.; review
minor scope changes and provide recommendations
-Review and process grantees' monthly status reports, Quarterly
Progress Reports
-Help monitor contract schedules and deliverables, coordinate
timely delivery of client work products and update tracking sheets
and project status reports
-Obtain requests for out-of-state travel; review against contract
and State and program guidelines, prepare recommendation for approval
-Review invoices for reconciliation of detailed charges and verification
that invoiced costs are allowable, allocable, and consistent with
contract terms and conditions. Approve project invoices for payment.
-Perform programmatic reviews, fiscal assessments, and site visits
-Do analysis and problem solving and provide recommendations
-Respond to client requests for assistance, locate or prepare
appropriate resources and materials, attend meetings as required,
etc.
-Help maintain databases and update status
-Prepare reports, presentations, spreadsheets and flowcharts
-Execute effective verbal and written correspondence
-Provide support to the Lead Contract Manager and Project Manager
on special projects
-Interface with contractors and government representatives and
maintain effective relationships with the business community and
government agencies
-Work with Lead Contract Manager and other GCAP staff to develop
strategic partnerships and promote our services
Requirements:
-Bachelor's degree required (courses in business, economics, public
administration or related field preferred)
-Several years experience in government contracting and knowledge
of State and Federal contract requirements
-Previous experience with contract and subcontract management
-Experience in accounting and reviewing invoices
-Experience in creating and maintaining databases and working with
spreadsheets
-Experienced in Microsoft Office applications (Word, Excel, PowerPoint
and Outlook) combined with good analytical skills.
-Experience with Visio and Access is a plus
-Project management background and varied public and private experience
is a plus
