Edward Salcedo, Jr., Esq.
President

Ed has over 25 years of experience in contract & compliance management, DBE and small business programs, performance auditing, training, systems assessment and realignment, and project management. He has an extensive background in contract administration and compliance and has taught public contract courses at George Washington University and at other public and private sector clients. Mr. Salcedo has provided litigation support, served as a public hearing officer, serves on the Caltrans Southern California Regional Small Business Council and serves as a subject matter expert on various public contract related matters.  He is experienced in assessing, integrating, developing, and implementing business systems, processes, and procedures for both public and private sector clients.

Rick Roberts
Vice President

Rick has more than 20 years of general business system consulting, needs assessments, policy and procedure development, training, compliance, and end user system support. He has extensive experience designing, developing, and implementing policies and procedures, training programs, and user documentation for a variety of business areas, including budgeting, accounting (general ledger, chart of accounts, accounts payable, job cost accounting, billing, and pricing), purchasing and subcontract management, contract administration, payroll, and HR personnel. In addition, he possesses expertise in the areas of project management, federal government regulatory requirements, government infrastructure support, commercial contract law, risk management, and the development and deployment of public and private sector training programs.

Sylvia Linn, JD, MBA
Compliance Manager

Sylvia has over 15 years of compliance and assessment related experience.  She leads our labor compliance practice and provides clients with audit, assessment, and study related support.  Sylvia has extensive experience providing both California and federal prevailing wage consulting services.  She leads many of our audits and studies providing analytical reviews of existing practices, development of best practices, and recommendations to improve processes and procedures.

Sarah Davis
Senior DBE Compliance Specialist

Sarah has provided support under the U.S. DOT’s Disadvantage Business Enterprise (DBE) Program for over 10 years.  She has extensive knowledge of the DBE Program requirements, including developing compliant DBE Programs in accordance with best practices.  Sarah has implemented several compliance and procurement systems and provides key support to these systems.  She has assisted in the development of various user and system documentation for DBE and small business programs. Sarah also develops and conducts training for these programs.
